ORTO SAI is a mixed-use residential development in the Orto Sai district of Bishkek. Four 18-storey towers stand on a unified stylobate holding commercial, office and public functions. On a fringe site with almost no surrounding infrastructure, the block was designed to supply its own.

The site had no clear zoning, inconsistent regulatory data and an outdated Masterplan, so the first task was definition rather than design. The regulatory framework was reconstructed from national norms, red-line configurations and street analysis, setting the feasible envelope at 18 floors and 75 m with the spacing insolation requires. Urban research found almost no infrastructure within a 500 m radius, with the nearest amenities at 1 to 1.2 km. Market analysis of sixteen residential developments in Bishkek showed families driving demand, a preference for larger layouts, and studios almost absent from the offer. Environmental findings on pollution levels and the lack of greenery reinforced the need for a substantial landscape component.

From this the product was defined. Three towers carry family apartments, one carries smaller rental units, covering two audiences without overlap. The stylobate concentrates commercial and office functions and absorbs circulation, fire access and public space, turning the district’s missing infrastructure into part of the offer.

Four towers rise from the podium in a compact and legible composition, positioned by sunlight and spacing requirements. The facades work as a shading system: vertical and horizontal articulation reduces overheating and improves energy performance, and balconies of varying depth add shade and spatial depth. The stylobate roof is a landscaped public deck with promenades, playgrounds, sports areas and private patios. For 663 households it is the everyday ground level of the development, where infrastructure is absorbed into public space rather than competing with it.
